This marvellous little reactively unknown 14 pin timer chip, is mainly used in the electronics industry for a wide range of timing applications which can be programmed to give to following
They can be set to give 3 different functions as
1. ON POWER UP the output can be LOW then goes HIGH after a preset time....from seconds to hours
2. ON POWER UP the output can be HIGH then goes LOW after a preset time....from seconds to hours
3. ON POWER UP the output can be set LOW or HIGH then Oscillates (switches from one state to the other)....from seconds the hours
Its like a super 555 & operates on a DC voltage between 3 to 20 volts
CD4541B programmable timer consists of a 16-stage binary counter, an oscillator that is controlled by external R-C components (2 resistors and a capacitor), an automatic power-on reset circuit, and output control logic. The counter increments on positive-edge clock transitions and can also be reset via the MASTER RESET input.

The output can be set low or high after reset
The output from this timer is the Q or Q output from the 8th, 10th, 13th, or 16th counter stage. The desired stage is chosen using time-select inputs A and B.
The output is available in either of two modes selectable via the MODE input, pin 10

By using just one low value capacitor and two resistors you can set the output to change after any time you want from one second to many hours even days which is very accurate.
In fact the accuracy is a thousand times better than the feeble out of date 555
