These discs are used in semiconductor, chemical vapor deposition (CVD),physical vapor deposition (PVD) display, and optical applications
This disc's plastic sealing does have a rip in it but it doesn't appear that the disc was handled in any way. Also the packaging noted that it was filled with argon which has been released.
Titanium this pure retails at over 6.1 dollars per gram. Even if you don't need this for it's intended purpose, this is still extremely high grade titanium at an extremely low price.
