Large, 1 3/4" capacity cable cutter. Measures 27" overall in length.
It is marked "James Scully, Pomeroy, PA" and "MFG. BY WM. FRANCISCUS, POMEROY, PA."
It also has "HE" and "40" and "41" stamped in the cutter head. It has wood handles and is in great shape!.
This is in nice condition and shows no signs of ever having been used.
